Sylvia Luneau
President and CEO

Sylvia Luneau is President and CEO, with overall responsibility for developing and deploying PsiNapse's strategic direction.  Sylvia founded PsiNapse in 1998, and since inception has expanded the Corporate Portfolio to include the full measure of placements within the Electronic Entertainment discipline.

Sylvia has more than seventeen (17) years of experience in the staffing industry providing services to both the private and public sectors.  Prior positions incorporate seven years as a senior staffing manager with the responsibilities of placing top caliber candidates throughout the San Francisco Bay Area with Fortune 500 companies.  She is a member of the TechServe Alliance, California Staffing Professionals, National Association of Women Business Owners, National Association of Professional Women, and Vistage International.

Sylvia holds a Bachelor of Arts from the University of California at Berkeley and a MBA from Saint Mary’s College in Moraga, California.

Noel Luneau
Vice President and CFO

Noel Luneau is the Vice President and CFO, with overall responsibility for Information Technology, Finance, and Facilities.  Noel has a passion for technology, and has twenty (20) years of experience engineering, managing, and directing information technology projects, facilities, and operations.

Prior positions include the Director of Information Security and Technology for PowerLight, and in Project Management and IT Management positions for Chiron/Novartis and Kaiser-Permanente.  Noel served as an officer with the Royal Canadian Air Force.  During the first segment of his military career, he served as a Military Recruiter focusing on the attraction, selection and placement of all occupations.  He then transferred into Information Technology and served as an IT manager with network security responsibilities for a Wide Area Network.   

Noel holds a Bachelor of Science - Computer Information Systems and an Associates in Science - Computer Technology from Excelsior College in New Jersey, a certificate as a Canadian Forces Information Security Officer, numerous Unit and Command awards, and was awarded the Canadian Forces Decoration for distinguished service.  He currently serves as a volunteer Mission Pilot and Emergency Services Officer for the Civil Air Patrol.

Nicole Foster
Director of Staffing and Government Services

Nicole Foster, as Director of Staffing and Government Services, is chartered with first-line responsibility for program development and creation of scalable processes surrounding contract compliance.  She has executive, human resources, compliance, and staffing expertise spanning thirty (30) years of service. She is vested with the authority to effectively manage day-to-day and emergency situations.

Nicole has successfully implemented and cultivated client contracts requiring large and small scale staffing augmentation. Prior to joining PsiNapse Staffing, Nicole designed intricate corporate partnerships for one of the largest global staffing enterprises as well as foremost regional organizations.

She has held long-tenured officer roles for local and national staffing enterprises, and is Vice President of  the California Staffing Professionals. Nicole is a Certified Employment Specialist and is an on-going trainer and lecturer for the industry’s trade association. She earned high honors degrees in Education and Psychology from Auckland University and Teachers’ College in New Zealand.
