Sylvia Luneau is President of PsiNapse with overall responsibility for developing and implementing PsiNapse's strategic direction.

Sylvia founded PsiNapse in 1998 in Castro Valley, California. PsiNapse originally focused on placing desktop support individuals and providing network support services to corporate clients in San Francisco. From that specialty, PsiNapse has blossomed into full-service placement services, which include contract, contract to hire and full time placement of professionals throughout California.

Since its inception in 1998, PsiNapse has also taken-on large technical projects. These projects include full-service on-site training of Remedy, a help desk management system, for a client in the mid-west, and project management for Quality Assurance testing of a major video game title. PsiNapse collaborated with a company in Bangalore, India to gather a QA team and QA the video game title, which was released onto the marketplace in 2004.

PsiNapse currently employs approximately 100 contract consultants throughout the greater Bay Area and also places professionals in full-time positions on an ongoing basis. PsiNapse is now located in Pleasanton CA.

Sylvia has over 15 years of experience in the staffing industry, spanning both the private and public sector. Prior positions include seven years as a senior manager for a major recruiting firm, responsible for placing top caliber candidates throughout the San Francisco Bay Area with Fortune 500 area companies.

Sylvia is an active member of Vistage, previously known as TEC, the world’s largest CEO membership organization. She is a board member at the NACCB and has also served as the past President of the Association of Women in Computing. She holds a Bachelor of Arts in History from the University of California, Berkeley, and a Masters of Business Administration from St. Mary’s College in Moraga, CA.

Sylvia was born and raised in Oakland, CA and lived in Caracas, Venezuela for over two years.


Noel Luneau

Noel Luneau is the Vice President and CFO for PsiNapse Staffing, a division of PsiNapse Technology Ltd. Mr. Luneau is responsible for ensuring the financial viability of the company as well as managing our IT infrastructure and security issues.

PsiNapse Staffing has experienced growth of 337% over the last three years. Mr. Luneau has matched this tremendous growth pattern with the funding requirements needed to attain success. Along with his financial capabilities, Mr. Luneau is a seasoned executive with a proven record of accomplishment in Strategic IT Planning, System Integration and Process Improvement, Business Analysis, Quality Assurance, Change Management, Project Management and Information Security.

Mr. Luneau has significant military experience, as he was a proud member of the Canadian Air Force from 1982 through 1996. During the first segment of his military career, he served as a Military Recruiter focusing on all positions including medical trades. From 1988 through 1996, he was a Captain and MIS manager with network security responsibilities for the military network. Additional corporate experience includes Project Management and IT Management positions for Chiron/Novartis (Bio-Technical) and Kaiser (HMO). Mr. Luneau has managed many teams and is familiar with complex budgetary requirements and process engineering.

Mr. Luneau holds a Bachelor of Science - Computer Information Systems and an Associates in Science - Computer Technology from Excelsior College in New York, a certificate as a Canadian Forces Information Security Officer, numerous Unit and Command awards, and was awarded with the Canadian Forces Decoration for distinguished service. He also serves as a Pilot and Safety Officer for the U.S. Civil Air Patrol.
